For Fibre Services the below may impact availability

Landlord Consent may be required.
Wayleaves may be required, this may delay installation.
Trenching distance may be a factor.

In the case of Fibre services if you are already in a Connected Building, or if there is fibre at your property or building boundary then generally installation can take place.
